Key Takeaways

  • In India, cheap leads and costly sales often go together, so judge on cost per qualified lead, site visit, enrolment or sale.
  • WhatsApp, speed of response and the buyer's language can matter as much as targeting.
  • Published Indian cost-per-lead figures are mostly agency estimates, and they disagree widely, so use them only to plan your first test.
  • Promotional calling has specific TRAI rules, and DPDP consent duties are expected to apply from May 2027, so check your lead forms and calling setup now.
  • Ask who runs the account, who owns the ad account, and whether the agency will look at your CRM.

The Indian Lead Generation Problem

Ads in India can produce a low cost per lead that would astonish a US advertiser. The trouble shows up later: numbers that don't answer, people who were just checking a price, and sales teams that stop trusting marketing. The real cost is in the gap between a form being filled and a useful conversation taking place.

So this guide treats lead generation as a whole system. A partner who only runs ads solves part of the problem. For most Indian lead-led businesses, the bigger gains sit in lead quality and follow-up.

Our position, for transparency: Fluxsy is a performance marketing and growth agency based in HSR Layout, Bengaluru, and we sell this service. So use the checklist below on us as well.

What Lead Generation Costs in India

We could not find a large independent study of Indian cost per lead. These ranges are drawn from agency blogs, which disagree by as much as four times. Use them to plan a first test, then replace them with your own data.

SectorMeta cost per lead, quotedGoogle cost per lead, quotedConversion that matters
Real estateAbout ₹200 to ₹1,500About ₹800 to ₹2,500 (a 2025 source)Site visit, booking
Education and coachingAbout ₹80 to ₹400About ₹400 to ₹1,000 (a 2025 source)Counselling call, enrolment

One aggregator suggests Google leads cost about 1.5 to 2 times Meta's, which fits what you'd expect: people searching tend to show stronger intent and competition for those clicks is higher. But the same difference could vanish when judged on sales, so don't choose on this figure alone.

Next, add management. Fees vary a great deal, from freelancers to large networks. We didn't find a reliable published range, so ask for itemized quotes and compare what's in scope. Our own fees are below. For the wider method of building a budget from your sales target, see what lead generation costs.

Here's an illustrative budget for a Pune housing project, not a client result. To get 8 bookings a month, if 20% of site visits book, you need 40 visits. If 8% of leads visit, you need 500 leads. At ₹600 per lead, media is ₹3,00,000. Add ₹1,50,000 in assumed fees and you have ₹4,50,000, or ₹56,250 per booking. For a flat with a healthy margin, that may be excellent. To check your own limit, use this break-even calculation.

Which Channels Work in India

ChannelBest forWatch out for
Google SearchPeople already looking: services, property, loans, coursesExpensive terms; spam form fills
Meta lead formsVolume, quick tests, low-friction offersAccidental or low-intent submissions if forms are too easy
Meta to landing pageHigher-intent enquiries, with more explanationSlow mobile pages lose people quickly
Click-to-WhatsAppBuyers who'd rather message than fill a formNeeds fast replies, and a clear path to qualification
YouTube and Demand GenConsidered purchases, regional reachDon't judge it on last click alone
LinkedInB2B with a defined buyerHigh cost; check seniority and company fit
Portals and marketplacesBuyers in the market, property and B2B categoriesShared attention, and dependence on the platform
Local SEO and Google Business ProfileClinics, showrooms, local servicesTakes time; needs reviews and accurate details

Start with one or two channels rather than all of them. A typical first step is Google Search for existing demand plus Meta or click-to-WhatsApp for reach, with outcomes tracked by source. For how these work in practice, see Google Ads lead generation and click-to-WhatsApp for qualified leads. If you're choosing between the two main platforms, also read how to choose placements on Meta and on Google.

Four Things That Change the Result in India

**WhatsApp.** Many Indian buyers would rather message than fill in a form or answer an unknown number. A WhatsApp message straight after a form can improve contact, and a click-to-WhatsApp campaign gives you a conversation from the start. It only works if somebody replies quickly and asks useful questions.

**Unknown-number fatigue.** People are tired of spam calls. Since promotional calls now come from a recognizable 140 series, a call from that series may be ignored. Tell people in the form or thank-you message who will contact them, from which number and when. Service follow-up also needs thought, so check how your calls are classified with your telecom provider.

**Language.** An English campaign that works in a metro may fail in tier-2 and tier-3 cities, where Hindi, Kannada, Tamil, Telugu, Marathi or Bengali often perform better. Test language deliberately in both the ads and the follow-up. It's no use running a Kannada ad if the caller who follows up can't speak Kannada.

**Festive seasonality.** Navratri, Dussehra, Dhanteras and Diwali move auction prices sharply in October and November, and year-end patterns change again in January. Plan budget and expectations around them, and don't compare a festive month directly with a quiet one.

Calling, Messaging and Consent Rules

This is general orientation, not legal advice, and these rules are still changing. Confirm the details with your lawyer and telecom provider.

**TRAI and promotional calls.** Under TRAI's commercial communication rules, as amended in 2025, promotional calls should come from the 140 number series and not from ordinary 10-digit numbers. A telecom-industry summary describes registered templates on the DLT platform, mandatory do-not-disturb scrubbing and penalties for violations, reported at ₹2,00,000 for a first violation, rising to ₹10,00,000, with service suspension or disconnection for repeat complaints. Note that the summary comes from a telephony vendor, so verify the current details with TRAI's own documents or your provider.

**Service and transaction calls.** Banks, NBFCs, insurers and other regulated financial entities have been moved in phases to the 1600 series for service and transaction calls. If you're in financial services, check your own deadline.

**The DPDP Act.** The Digital Personal Data Protection Act, 2023 and its Rules were notified in November 2025 and are being phased in. Consent Manager registration begins in November 2026. The main duties, including notice and consent, security safeguards, breach reporting and data principal rights, are due from May 2027. Law firm summaries differ by a day on the exact dates. One law firm also notes a requirement to keep personal data and logs for at least one year.

**What to do now.**

- **Review your lead forms.** Say clearly who is collecting the data, what for and how you'll contact the person. - **Keep consent records,** including source, time and wording. This matters even more for bought or shared leads, covered in our guide to buying leads. - **Check your calling setup,** including whether your agency's or call centre's numbers comply. - **Control customer list uploads.** Hash identifiers and limit who has access. - **Plan for deletion and opt-outs,** so that a request reaches every system that holds the lead.

**Sector rules.** Some categories have their own rules. Real estate advertising is subject to RERA, including displaying project registration details where required. Advertising claims come under the ASCI code, and health, education and financial services have additional restrictions. A good partner should ask about these before writing an ad, not after it's rejected.

How to Choose a Lead Generation Partner in India

India's market ranges from solo freelancers and lead sellers to large networks. Price tells you little about quality, so use these questions instead.

Be wary of promises of a fixed number of leads at a very low price. Volume is easy to manufacture, and the cost lands on your sales team. See what to look for across sectors and how to tell whether your current agency is working.

How Fluxsy Fits, and When It Doesn't

We work on monthly retainers of ₹1,00,000–₹5,00,000 per month, priced on scope and never as a percentage of ad spend. Ad spend is separate and is paid to the platforms from accounts you own. We start with a diagnostic of your ad accounts, tracking and lead handling. Clients in Bengaluru can meet us in person, and clients elsewhere work with us over calls, Slack and WhatsApp.

Two of our published case studies are close to this topic, though results depend on context and these aren't independently audited. For a real estate channel partner across five Indian metros, we report 45% lower cost per lead, 70% better lead quality, twice the site visits and 20% more bookings. For an online school, we report 81% lower cost per qualified lead. In both, the changes went well beyond the ads, into funnel stages, qualification and follow-up.

We're the wrong choice if you want a guaranteed number of leads, pay-per-lead pricing or the lowest possible cost per lead, or if nobody can follow up quickly and that won't change. If the retainer would take up most of your budget, a good freelancer, or fixing your form and WhatsApp follow-up first, is probably the better step. You can read more on our India page.

Sources and How We Used Them

Details were checked in November 2026. Cost ranges come from agency sources including GrowthSparx, Quvanta and Morphiaas, which have commercial interests and disagree with one another. The DPDP timeline comes from Shardul Amarchand Mangaldas and Legismith. Calling rules are summarized by FreJun, a telephony vendor, and Ringg, and we did not read the TRAI orders directly. Budget examples are illustrative. Case study figures are our own published results. This isn't legal advice.

Frequently Asked Questions

How much do lead generation services cost in India?
It varies widely with scope, so ask for itemized quotes. Fluxsy's retainers are ₹1,00,000–₹5,00,000 per month, plus ad spend, while freelancers can cost less and large networks more. Agency blogs quote Meta leads at about ₹80 to ₹400 for education and ₹200 to ₹1,500 for real estate.
What is a good cost per lead in India?
It depends on your margin and close rate rather than on a benchmark. Published Indian figures are mostly agency estimates that disagree widely. Work out what a lead is worth to you, then compare channels on cost per qualified lead.
Why do so many Indian leads not answer the phone?
Common reasons include forms that are too easy to submit, low intent, delays in calling back and fatigue with unknown numbers. Use qualifying questions, respond within minutes, try WhatsApp and tell people who will contact them and when.
Are Google leads better than Meta leads in India?
Google leads often show stronger intent and cost more, while Meta can provide greater volume at lower cost. Neither is better in general. Compare them on qualified leads and sales in your CRM, because the answer varies by sector and offer.
Is click-to-WhatsApp good for lead generation in India?
It can work very well, because many buyers prefer messaging. It needs fast replies and clear qualification questions, and outcomes should be sent back to Meta where possible. Judge it on qualified conversations and sales, not on the number of chats.
Do I need to follow TRAI rules for sales calls?
Yes, if you make promotional calls. TRAI's rules require the 140 number series for promotional calling, along with other registration and scrubbing requirements. Penalties have been reported to rise with repeat violations. Check the current rules with your provider and legal adviser.
When does the DPDP Act affect lead generation?
The main notice and consent duties are due from May 2027, following a phased rollout that began in November 2025. Review your lead forms, consent records, customer list uploads and deletion process well before then, and get legal advice on your wording.
Does Fluxsy work outside Bengaluru?
Yes. Fluxsy is based in HSR Layout, Bengaluru, and works with clients across India over calls, Slack and WhatsApp, and with companies in the US, UK, Australia, Canada and the UAE.
