Key Takeaways

  • Performance Max optimises for whatever you mark as the primary conversion. If that is a form fill, it finds the cheapest form fills — including spam.
  • Import qualified-lead and deal outcomes from your CRM and make them primary, with stage values; keep raw form submissions secondary.
  • Block junk before it becomes a conversion: server-side validation, spam protection and a conversion tag that fires only on valid, verified submissions.
  • Give Performance Max good signals: customer lists of qualified leads and buyers, specific search themes, and assets that name who the offer is for.
  • Use the 2025 controls — campaign-level negative keywords, channel performance and search terms reporting — to see and steer where leads come from.
  • Judge Performance Max on cost per qualified lead and pipeline in the CRM, over weeks, not on cost per lead in Google Ads.

The Short Answer: Why Performance Max Lead Quality Goes Wrong — and the Fix

Performance Max is Google's fully automated campaign type. One campaign can serve ads across Search, Shopping, YouTube, Display, Discover, Gmail and Maps, with Google deciding where to spend, whom to show ads to and how much to bid, based on the conversion goals you give it. For e-commerce with clean purchase data, that automation works well. For lead generation, it often produces a frustrating split: Google Ads reports a cost per lead far below Search, while the sales team reports that most of those leads are fake, unreachable or irrelevant.

Both are telling the truth. Performance Max is doing exactly what it was asked: maximise the conversion it was given. When that conversion is a form submission, it finds form submissions wherever they are cheapest — and the cheapest form submissions on the internet include bots, accidental taps in apps, incentive-driven clicks on low-quality sites and people who were never in the market. Each of those still counts as a conversion, so the algorithm learns that the inventory producing them is excellent and buys more of it.

The fix has three parts, and all three are needed. **Change the goal**: make qualified outcomes from your CRM the conversion Performance Max optimises for, so junk stops counting as success. **Protect the signal**: stop invalid submissions from firing conversions at all. **Steer the campaign**: give it signals, assets, negatives and exclusions that point it at buyers, and use the reporting Google added in 2025 to see where leads come from. The rest of this playbook walks through each, in the order we implement them for clients. For general Performance Max structure and creative, our Performance Max optimisation guide is the companion piece; this one is about lead quality specifically.

Step 1: Make Qualified Leads the Conversion Performance Max Optimises For

Everything else in this playbook is secondary to this step. Performance Max cannot optimise for an outcome it never sees.

1. **Define the stages** with sales: for example raw lead, qualified lead (meets agreed criteria), opportunity or meeting held, and closed-won. 2. **Create a conversion action for each stage** that Google can measure. The raw form submission is tracked on your site; the later stages are imported from your CRM. 3. **Set the raw form submission to secondary.** It remains visible in reporting but no longer steers bidding. 4. **Set the qualified stage as primary** — or the opportunity stage if you have enough volume — so Performance Max bids for it. 5. **Assign values** to each stage that reflect their worth, and use a value-based strategy (Maximise Conversion Value, optionally with a target ROAS) once values are reliable.

The mechanism for bringing CRM stages back into Google is **Enhanced Conversions for leads** or **offline conversion import**. Enhanced Conversions for leads captures hashed email and phone when the form is submitted, then matches your later uploads of qualified and closed outcomes using that data — so you do not need a click ID on every record. Classic offline import uses the gclid (and gbraid or wbraid on iOS traffic) captured in a hidden form field. Many accounts use both. We cover the exact fields in our reference on Google Enhanced Conversions parameters and events.

Expect a transition. Qualified outcomes are fewer and slower than form fills, so Performance Max has less to learn from at first, and reported conversions will drop. That is correct: the junk you were counting was never worth anything. Give the campaign several weeks, keep budgets stable, and judge it on cost per qualified lead from the CRM.

Choosing the Primary Goal When Volume Is Low

The ideal primary goal is the stage closest to revenue that still has enough volume for the algorithm to learn. Too far down the funnel and the signal is too sparse; too far up and it is too noisy. A practical guide:

Monthly volume of the stageRecommended primary goalNotes
Closed deals: dozens or moreClosed-won with deal valueBest signal, if volume allows
Opportunities: dozens or moreOpportunity / meeting heldCommon for B2B
Qualified leads: dozens or moreQualified lead with valueThe default for most lead-gen accounts
Only raw leads have volumeRaw lead, with strict spam protection and a plan to move upTemporary; feed qualified data in parallel

If no single stage has enough volume, use values to combine them: make several stages primary with values proportional to their worth, so the campaign is rewarded mostly for qualified outcomes but still receives some signal from earlier stages. A raw lead might be valued at a small fraction of a qualified lead. This blended approach lets Performance Max learn while steering it firmly toward quality.

Revisit the choice every quarter. As qualified volume grows, move the primary goal down the funnel. Each move tends to improve lead quality further, because the campaign is learning from a signal closer to revenue.

Step 2: Stop Junk From Ever Counting as a Conversion

Spam and bot submissions are the most damaging problem in Performance Max lead generation, because they do not just waste money — they train the algorithm. Every bot submission that fires your conversion tag teaches Performance Max that the placement which sent the bot is valuable. The fix is to make sure the conversion only fires for real, valid leads.

- **Fire the conversion only on a server-confirmed valid submission.** Do not fire it on button click or thank-you page load. Validate on the server first — required fields present, phone number plausible and in the right format, email deliverable-looking — and only then load the conversion or push the conversion event. - **Add spam protection** that is invisible to humans: invisible CAPTCHA or risk scoring, honeypot fields, minimum time-to-submit checks and rate limiting. Block obvious junk before it reaches your CRM. - **Verify contact details** where your business allows it, for example a one-time code on the phone number for high-value leads. Verification reduces volume but transforms quality. - **Reject and mark, do not delete.** Record rejected submissions with a reason so you can see which campaigns and placements produce them. - **Never import junk as a qualified outcome.** Your CRM import should only include leads that meet the qualified definition.

If you have been running Performance Max on raw form fills, your account has already learned from some junk. Fixing the conversion tag and moving to qualified goals is how you unlearn it. In severe cases — a sudden flood of spam that inflated conversions — use Google's data exclusions for the affected period so bidding ignores it. Our guide to spam lead prevention covers form-level techniques in detail.

Step 3: Use Lead Form Assets Carefully

Performance Max can show a lead form asset — a Google-hosted form that opens without visiting your site. It is convenient, and it can be a major source of low-quality leads, because the form is pre-filled from the user's Google account and submitting takes seconds.

Decide deliberately whether to use it. If your landing page converts well and you can protect it against spam, many lead-gen advertisers get better quality by sending traffic to the site and not using the form asset. If you do use it:

- **Choose the higher-intent form option where offered.** Google's lead form assets have offered a choice between optimising for more volume and for more qualified leads, which adds a review step before submission. Pick the qualified option. - **Add qualifying questions** with predefined answers — budget range, timeline, company size, service needed — so you can score and route leads automatically. - **Sync leads to the CRM instantly** with a webhook or supported integration, and import qualified outcomes back to Google like any other lead. - **Track lead form leads as their own conversion action** so you can compare their quality with landing-page leads. - **Download or sync leads promptly**; form lead data is not something to leave sitting in the interface.

Compare quality honestly after a few weeks. If lead form assets produce leads that qualify at a fraction of the rate of site leads, the lower cost per lead is an illusion, and removing the asset is usually the right decision.

Step 4: Feed Audience Signals Built From Your Best Customers

Performance Max uses audience signals as hints about where to start looking. They are not targeting restrictions — the campaign will go beyond them — but good signals shorten the path to good leads, especially in a new campaign.

SignalWhat to useWhy
Customer Match listsQualified leads, opportunities and customers from your CRMThe strongest signal of who your buyers are
Your data segmentsVisitors to pricing, demo and high-intent pagesPeople already showing intent
Custom segmentsSearch terms your best leads used; competitor and category termsIntent defined in your words
Interests and demographicsOnly where they genuinely define your marketSupporting context

The most valuable signal is a Customer Match list of qualified leads and customers, refreshed regularly. It tells Performance Max what your buyers look like rather than what your form-fillers look like. Exclude lists of existing customers and recent leads from acquisition campaigns where your goal is new business, so budget is not spent re-acquiring people you already have.

Avoid signals built from all website visitors or all past leads, including junk. A signal made of low-quality leads teaches the campaign to look for more of them.

Step 5: Write Search Themes and Assets That Filter for Buyers

On Search inventory, Performance Max decides which queries to match using your landing pages, assets and search themes. On YouTube, Display and Discover, your assets largely decide who engages. Both are levers for quality.

**Search themes** tell Performance Max which topics you want to appear for. Use specific, commercial themes that describe what buyers search — “enterprise payroll software for 500+ employees”, “3 BHK apartments in Whitefield”, “MBA for working professionals online” — rather than broad category words. Themes guide; they do not restrict, so pair them with negatives (next section). **Assets** should qualify as they persuade:

- **Headlines and descriptions that name the customer** — “For clinics with 3+ doctors”, “For B2B teams spending ₹10L+/month on ads”. - **Price or investment signals** where appropriate — “Plans from ₹25,000/month”, “Programmes from AED 15,000”. - **A clear next step** — “Book a 30-minute diagnostic”, “Get the price sheet”. - **Images and video featuring the people you serve.** Visuals influence who engages on YouTube and Discover just as on Meta. - **Landing pages that qualify.** Final URL expansion lets Google send traffic to other pages on your site; turn it off or restrict it with URL exclusions if it sends lead traffic to blog posts or careers pages that produce poor leads.

Asset group reporting, which Google made segmentable across Performance Max campaigns in 2025, lets you compare asset groups. Combine it with CRM data by asset group (via landing page or UTM) to see which messages produce qualified leads, not just cheap ones.

Video and Image Assets for YouTube, Discover and Display Lead Traffic

A Performance Max campaign without strong video and image assets still runs on YouTube, Discover and Display — Google can generate video from your images if you do not supply any. For lead generation that is risky, because automatically generated or generic creative tends to attract broad, low-intent engagement on exactly the inventory where junk concentrates.

- **Supply your own videos**, in vertical, square and horizontal formats, built to qualify: open with who the offer is for and the problem it solves, show the product or service in use, state the price signal or eligibility, and end with the specific next step. - **Use people your buyers identify with.** As on Meta, the faces and settings in your creative influence who engages; a video of a B2B finance lead discussing month-end close attracts different viewers from a generic stock-footage montage. - **Make images specific**: real projects, real products, real team members, and text overlays that name the audience or price range. - **Refresh by evidence.** Use asset reporting together with CRM data to retire assets associated with low qualification rates, not just low click-through rates.

Strong creative does not replace qualified-outcome goals — the algorithm will still chase whatever conversion you reward — but it changes the pool of people Performance Max can find on visual inventory. Combined with qualified goals, it is often the difference between YouTube and Discover being a source of junk and being a genuine source of new pipeline.

Step 6: Use Negatives, Brand Exclusions and Account-Level Controls

Performance Max used to offer very few controls. That changed in 2025, and lead-gen advertisers should use every relevant one.

- **Campaign-level negative keywords.** Google introduced them for Performance Max and later raised the limit to 10,000 negatives per campaign. They apply to Search and Shopping inventory, not YouTube or Display. Use them to block job seekers (“jobs”, “salary”, “careers”, “internship”), students and free-seekers (“free”, “course pdf”, “project report”), DIY and unrelated intent, and any query family your search-term reviews show produces junk. - **Account-level negative keywords** for terms you never want anywhere in the account. - **Brand exclusions.** Exclude your own brand terms if you run a separate brand Search campaign, so Performance Max does not claim easy branded leads and inflate its apparent performance. Exclude competitor or unrelated brands where traffic is irrelevant. - **Placement and content exclusions** at account level for sites, apps and content types that produce junk, informed by placement reporting. - **URL exclusions** to keep traffic away from pages that produce poor leads.

Negatives are maintenance, not a one-off. Review search-term reporting weekly in the first months, add negatives for patterns that produce disqualified leads in the CRM, and keep a shared list so improvements apply across campaigns.

Step 7: Read Channel, Search-Term and Placement Reporting Weekly

For years, Performance Max's biggest weakness for lead generation was that you could not see where leads came from. In 2025 Google added channel performance reporting, fuller search-terms reporting and more detailed asset reporting to Performance Max. Use them every week.

ReportWhat to look forAction
Channel performanceShare of spend and conversions by Search, YouTube, Display, Discover, Gmail, MapsIf a channel produces many conversions but few qualified leads in the CRM, investigate its placements and creative
Search termsQueries that triggered ads, including from search themesAdd negatives for junk patterns; add themes for winners
PlacementsWhere Display and YouTube ads ranExclude placements producing junk
Asset groupPerformance by asset groupShift budget and creative toward groups producing qualified leads
Conversions by actionRaw vs qualified conversionsConfirm bidding is driven by qualified outcomes

The crucial step is joining these reports to CRM outcomes. Google's reports show conversions as Google counts them; your CRM shows which of those became qualified leads. When a channel or placement shows strong Google numbers and weak CRM numbers, that is where the junk is. Capturing UTMs and click IDs on every lead, as we describe in why ad platform leads don't match your CRM, makes this join possible.

Step 8: Set Bidding and Budget for Qualified Outcomes

Bidding strategy should follow the goal you set in Step 1.

- **Maximise Conversion Value with a target ROAS** is usually the best fit once stage values are in place, because it lets the campaign trade cheap low-value leads for fewer high-value ones. - **Maximise Conversions with a target CPA** works when you optimise for a single qualified stage without values. Set the target from cost per qualified lead in your CRM, not cost per raw lead. - **Start without a target** on a new or re-goaled campaign, let it gather data for a few weeks, then add a realistic target. - **Budget for learning.** A budget that produces only a few qualified outcomes a week leaves the algorithm guessing. If that is unavoidable, use blended stage values to give it more signal. - **Change slowly.** Large target or budget swings restart learning; adjust in modest steps and give each change time.

Watch for the classic failure mode after switching to qualified goals: the campaign spends less because it is more selective, and someone raises the target to “get volume back”. That usually reintroduces junk. If volume is genuinely too low, widen signals and themes or add budget rather than loosening the definition of success.

Performance Max vs Search vs Demand Gen for Lead Generation

Performance Max is not always the right campaign for lead generation, and running it alongside Search requires care.

CampaignStrengths for lead genRisksUse when
SearchHigh intent, keyword control, transparentLimited scale; competitive costsAlways the core for high-intent queries
Performance MaxScale across channels; finds new demandJunk without qualified goals and protectionQualified-outcome tracking is in place and Search is saturating
Demand GenVisual, YouTube and Discover reach with audience controlLower immediate intentBuilding demand for considered purchases

When both Search and Performance Max run, Google's systems prioritise matching Search keywords for identical queries, but Performance Max can still capture related queries and branded searches unless you use brand exclusions. Keep a dedicated brand Search campaign, exclude brand from Performance Max, and compare both on CRM outcomes rather than on Google's own attribution, which can favour whichever campaign touched the lead last. Our comparison of Demand Gen vs Performance Max for B2B pipeline goes deeper on choosing between them.

B2B, Real Estate, Education and Local Services: What Changes

The playbook is the same across industries, but the details that drive quality differ.

**B2B services and SaaS.** Qualified outcomes are meetings and opportunities, often weeks after the lead. Use Enhanced Conversions for leads with opportunity and closed-won uploads, values reflecting deal size, Customer Match lists of customers and opportunities, and strong negatives against job, education and free-tool queries. Consider requiring a work email on forms where the market allows. **Real estate.** Junk often comes from people far outside the budget or location. Use price signals in assets, location-specific themes, a qualifying lead form or landing page with budget and timeline, phone verification for high-value enquiries, and site visits as the qualified stage. **Education.** Students and job seekers are the dominant junk. Use eligibility and fee signals in assets, negatives against free, PDF, syllabus-download and job queries, and counselling-call completion or application as the qualified stage. **Local services and clinics.** Calls matter as much as forms. Track calls with a minimum duration, import qualified calls and bookings as offline conversions with hashed phone numbers, and keep location targeting tight to your service area.

If you would like help applying this to your account, our Google Ads team builds the conversion setup, protection and reporting described here as a standard part of lead-generation engagements.

Why Lead Generation Is Harder for Performance Max Than E-commerce

It is worth understanding why Performance Max so often shines for online stores and disappoints for lead generation, because the reason points directly at the fix.

For e-commerce, the conversion Performance Max optimises for — a purchase — is the business outcome. It carries a value, it is hard to fake, and it happens within minutes or days of the click. Every signal the algorithm receives is a real customer with a real basket. For lead generation, the default conversion is a form submission. It has no inherent value, it can be produced by a bot or a bored user in seconds, and the outcome that matters — a qualified lead, a meeting, a contract — happens weeks later in a system Google cannot see.

So Performance Max for lead generation starts with a weaker, noisier, easier-to-game signal, while being given more freedom than any other campaign type to find it anywhere on Google's inventory. That combination is what produces cheap junk. Every step in this playbook either strengthens the signal (qualified goals, values, Enhanced Conversions for leads), cleans it (validation and spam protection) or narrows the freedom where it is being abused (negatives, exclusions, signals). Seen that way, the playbook is not a list of tricks; it is the work of turning a lead-generation conversion into something as trustworthy as a purchase.

Landing Pages That Qualify Performance Max Traffic

Performance Max sends traffic from very different contexts — a search for your service, a YouTube video, a Gmail promotion, a Discover card. Much of it arrives with less intent than a Search click, so the landing page has to do more qualification work.

- **State who it is for, above the fold.** The same fit and price signals you use in assets should be repeated on the page, so mismatched visitors leave before submitting. - **Ask qualifying questions in the form** — budget range, timeline, company size, service needed — with predefined options. Each question costs some volume and buys a lot of quality; three or four is usually the right balance. - **Use multi-step forms** for higher-value leads: low-effort questions first, contact details last. People who complete them are more committed, and partial completions tell you where intent drops. - **Show proof relevant to the buyer**: case studies from similar customers, accreditations, pricing context. - **Make the next step specific** — a calendar slot, a callback window — rather than “we'll get back to you”. - **Load fast on mobile.** Much Performance Max traffic is mobile and impatient; a slow page filters out good leads along with bad ones.

Test pages against each other on cost per qualified lead, not conversion rate. A page that converts at half the rate but qualifies at three times the rate is the better page. Our guide to optimising lead landing page conversion rate covers page-level testing in depth.

Calls and Offline Leads From Performance Max

For many lead-generation businesses, especially local services, healthcare, real estate and markets like India and the UAE, a large share of the best leads phone or message rather than fill a form. If those are not measured, Performance Max is optimising on an incomplete — and often lower-quality — slice of your leads.

- **Track calls from ads and from the website** with Google's call conversion tracking and a minimum call duration that represents a real conversation, so misdials do not count. - **Import qualified calls** as offline conversions once your team marks them qualified in the CRM, matched by hashed phone number in E.164 format or by call identifiers. - **Capture WhatsApp and chat leads** that start from Performance Max traffic by storing the click ID and contact details before the handoff, then import qualified outcomes. - **Value calls appropriately.** If qualified calls close at a higher rate than form leads, give them a higher value so bidding favours the inventory that produces them.

Bringing these channels into the conversion data often changes the picture dramatically: inventory that looked weak on form fills turns out to produce valuable calls, and vice versa. It is one of the fastest ways to make Performance Max smarter about where your real customers come from.

New Customers, Existing Customers and Exclusions

Lead-generation accounts often discover that a share of Performance Max's leads come from people who were already customers, already in the pipeline or already familiar with the brand. They convert well, which makes the campaign look strong, but they are not new business.

- **Exclude existing customers and open pipeline** from acquisition campaigns using Customer Match lists, where your goal is net-new leads. - **Exclude brand terms** so Performance Max does not claim people who were already searching for you, and keep a separate brand Search campaign to capture them cheaply. - **Use the new-customer acquisition goal where available** in your account to value or restrict bidding toward new customers, supplied with a customer list so Google can tell them apart. - **Report new versus existing leads** in the CRM, by campaign, so you can see how much of Performance Max's output is incremental.

This matters most for businesses with repeat purchases or long relationships — B2B services, education with multiple programmes, healthcare — where existing customers search and enquire often. Without exclusions, Performance Max quietly becomes an expensive retention campaign.

When to Pause, Restructure or Restart a Performance Max Lead Campaign

Sometimes the learned history of a campaign is part of the problem. A Performance Max campaign that has optimised for months on spam-inflated form fills has learned patterns you want it to forget. Changing the goal helps, but in severe cases a clean restart is faster.

- **Fix in place** when junk is moderate, your conversion data can be corrected quickly, and the campaign still produces some qualified leads. Change the primary goal, add protection and give it several weeks. - **Use data exclusions** for specific periods when a spam attack or tracking error inflated conversions, so bidding ignores that window. - **Restart with a new campaign** when the campaign was trained mostly on junk for a long period, when channel reporting shows it is locked into low-quality inventory, or when you are changing the goal, assets and signals all at once. Launch the new campaign on qualified goals from day one and run it alongside the old one briefly before pausing the old one. - **Pause** only when you cannot yet measure qualified outcomes at all. Running Performance Max for lead generation without qualified-outcome data is the setup most likely to waste budget.

Whichever path you choose, change one major thing at a time where possible and record the date, so you can attribute improvements correctly in the scorecard.

The Performance Max Lead-Quality Scorecard

Google Ads cannot tell you whether Performance Max is producing qualified leads; only your CRM can. The scorecard we use joins the two, by campaign, asset group and channel where possible.

MetricDefinitionSource
Cost per raw leadSpend ÷ form submissions and callsGoogle Ads
Valid lead rateLeads passing validation ÷ all submissionsForm/server logs
Qualification rateQualified leads ÷ valid leadsCRM
Cost per qualified leadSpend ÷ qualified leadsCalculated
Opportunity rateOpportunities ÷ qualified leadsCRM

Review it weekly in the first two months after any change and monthly thereafter. The pattern to look for is a falling cost per raw lead with a rising cost per qualified lead — the signature of Performance Max finding cheaper junk. The pattern you want is a stable or rising cost per raw lead with a falling cost per qualified lead and rising pipeline.

Worked Example: Rescuing a B2B Performance Max Campaign (Illustrative)

This example is illustrative, built to show the method rather than drawn from a specific client. A B2B software company in India launches Performance Max for demo requests alongside its Search campaigns. Within a month, Google Ads shows Performance Max delivering demo requests at less than half the cost of Search. Sales reports that most are unreachable, students or individuals with no company.

The audit finds the expected chain. The primary conversion is the thank-you page view, which fires for every submission including bots. There is no spam protection beyond a basic CAPTCHA that the bots pass. The lead form asset is on, with no qualifying questions. Channel reporting shows a large share of conversions from Display and app inventory. Search terms include “free”, “internship” and “project report”. There are no customer lists as signals, and brand terms are not excluded, so some of Performance Max's best-looking leads are people who already knew the brand.

The fixes, in order: move the conversion to a server-confirmed valid submission; add invisible spam protection and a work-email requirement; turn off the lead form asset; set the form submission to secondary and upload qualified leads and opportunities through Enhanced Conversions for leads, with qualified leads primary and values per stage; add Customer Match signals of customers and opportunities; add campaign-level negatives for job, student and free-seeker queries; exclude brand; and exclude the worst placements. Reported conversions fall sharply. Over the following weeks, the qualification rate rises, channel mix shifts toward Search and YouTube, and cost per opportunity becomes competitive with Search — which is the comparison that matters.

Your 30-Day Performance Max Lead-Quality Plan

If Performance Max is producing cheap leads that sales will not touch, this sequence fixes it in a month without switching the campaign off.

WeekActions
Week 1Agree qualified-lead definition with sales. Move the conversion to server-confirmed valid submissions. Add spam protection. Capture gclid/gbraid/wbraid and enable Enhanced Conversions for leads on the form.
Week 2Set up qualified-lead and opportunity conversion actions and CRM uploads. Set form submission to secondary. Add campaign-level negatives and brand exclusions. Review the lead form asset.
Week 3Make qualified leads primary with stage values. Add Customer Match signals of qualified leads and customers. Tighten search themes and assets with fit and price signals.
Week 4Start the weekly scorecard. Review channel, search-term and placement reports against CRM outcomes. Exclude the worst sources and plan the move to value-based bidding.

One practical note on ownership: assign a single person to run the weekly review, with sales present for at least part of it. Performance Max lead campaigns drift when no one is responsible for joining Google's numbers with the CRM's, and they improve quickly when the same person sees both every week and has the authority to add negatives, exclude placements, change assets and push for better qualification data from the sales team. The best-run accounts we see treat it as a joint marketing and sales meeting rather than a reporting task.

From then on, the work is a weekly rhythm of scorecard, negatives, exclusions and asset refresh based on what qualifies. That rhythm — not any single setting — is what keeps Performance Max producing leads your sales team wants.

Why This Matters More in 2026

Google's direction is clear: more automation, broader matching and fewer manual levers in exchange for better tools to steer the system with data. Performance Max, broad match and AI-driven Search features all decide more on your behalf every year. In that world, the definition of success you give the system is the most powerful control you have left. Advertisers who feed it qualified outcomes get automation that finds buyers; those who feed it form fills get automation that finds form fills, at scale.

The controls Google added in 2025 — campaign-level negatives, channel and search-term reporting — make Performance Max far more manageable for lead generation than it was. But they only help if you use them against CRM outcomes. Combine them with clean conversion data, spam protection and qualified-outcome goals, and Performance Max can become one of the most efficient sources of qualified pipeline in your account. Our free tracking audit is a quick way to see whether your conversion setup is ready for that.

Frequently Asked Questions

Why does Performance Max generate so many spam or junk leads?
Because it optimises for whatever you set as the primary conversion. If that is a form submission or thank-you page view, it finds the cheapest submissions — including bots and low-intent users on cheap inventory — and each one teaches it to buy more of the same.
How do I make Performance Max optimise for qualified leads?
Import qualified-lead and later outcomes from your CRM using Enhanced Conversions for leads or offline conversion import, make the qualified stage the primary conversion with appropriate values, and set raw form submissions to secondary.
Should I use lead form assets in Performance Max?
Only deliberately. They are convenient but often produce lower-quality leads because the form is pre-filled. If you use them, choose the higher-intent option where available, add qualifying questions, sync to your CRM and compare their qualification rate with landing-page leads.
Can I add negative keywords to Performance Max?
Yes. Google introduced campaign-level negative keywords for Performance Max and raised the limit to 10,000 per campaign. They apply to Search and Shopping inventory, not YouTube or Display. Account-level negatives and brand exclusions are also available.
How do I see where Performance Max leads come from?
Use the channel performance report, search terms report, placement report and asset group reporting that Google added or expanded in 2025, and join them to CRM outcomes using UTMs and click IDs captured on each lead.
What bidding strategy is best for Performance Max lead generation?
Maximise Conversion Value with a target ROAS once you assign values to lead stages, or Maximise Conversions with a target CPA based on cost per qualified lead. Start without a target on a newly re-goaled campaign and add one after a few weeks of data.
How long does it take Performance Max to improve after switching to qualified-lead goals?
Usually several weeks, because qualified outcomes are fewer and arrive later than form fills. Expect reported conversions to fall at first. Judge progress on cost per qualified lead and pipeline in the CRM over one to three months.
Should I run Performance Max and Search together for lead generation?
Yes, in most cases, with a dedicated brand Search campaign, brand exclusions in Performance Max, and both judged on CRM outcomes. Search remains the core for high-intent queries; Performance Max adds reach once its goals and protections are in place.
How do I stop bots from triggering Performance Max conversions?
Fire the conversion only after the server validates the submission, add invisible spam protection such as risk scoring, honeypots and time-to-submit checks, verify phone numbers for high-value leads, and only import qualified leads as conversions.
